My question would be why would the casino put in such a low-edge game these days? They seem to want 4-5% and up in edge to make a reasonable ROI.

Roulette is big in Europe and everybody is used to single zero. I'm not sure if that roulette 73 was trying to offer a better value or just be something different. I've played in European casinos lots of times and find the caliber of blackjack play to be worse than here.
